ثمّة توجه لدى وزارة العمل للتراجع عن خطط التوطين الإلزامي في بعض قطاعات العمل الخاص كالبنوك والتأمين والتجارة العامة، والتي كانت قد فرضت من قبل الحكومة منذ أكثر من عقد وبنسب تقدر بـ 4٪، 5٪ و2٪ على التوالي.
The Ministry of Labor is inclined to withdraw from its mandatory nationalization plans in some sectors like banking, insurance and general trading, which had been imposed by the government for more than a decade with a percentage of 4, 5 and 2 consecutively.

بعد هذه الفترة، وهي ليست بالقصيرة، يبدو أن القائمين على سياسة التوطين قد توصلوا إلى نتيجة مؤداها أن هذا الإجراء الإلزامي لم يؤد إلى حل إشكالية غرس العنصر المواطن في مختلف قطاعات العمل بالدولة.
After this period, and it wasn't short, it seems that those in charge of the nationalization policy have reached a conclusions that the mandatory procedure that did not lead to the placement of Emirati nationals into various sectors of the country's workforce.

 ومع الاعتراف بوجود نجاحات نسبية ملحوظة تحققت في قطاع البنوك والمصارف الذي تجاوزت نسبة التوطين في بعض مؤسساته ما يقرب من 25٪، فإن الصورة الإجمالية لعملية التوطين لم تحقق الهدف المطلوب في نظر الحكومة قبل الآخرين، ومن هنا فإننا بانتظار الآليات التي ستتخذها الوزارة المعنية لتفعيل عملية التوطين التلقائي أو الاختياري البعيد عن نبرة الإجبار أو الإلزام.
With the acknowledgement that relatively noticeable results have been achieved in the banking and finance sector, which has exceeded the percentage of nationals in some of its institutions, to nearly 25%. So the overall picture of the nationalization process is that the Government realized before others, is that it has not achieved its desired objective, and from here we are waiting for the concerned ministry to take the measures to implement the automatic or optional nationalization process, away from coerced or compulsory enforcement.

وقبل أن نسمع أو نشاهد تلك الإجراءات، فإن علينا توضيح حقيقة قد تكون غائبة عن البعض، وهي أن عملية التوطين ليست مجرد عملية توظيف فردية، بمعنى أن يحصل المواطن على العمل في مؤسسات الدولة بمختلف قطاعاتها العامة والخاصة، فهذا الأمر لم يتوقف يوماً في كل المجالات، وإلا تأثر الحراك الاقتصادي للمجتمع بصورة معاكسة، لكن المطلوب هو أن يكون المواطن في قلب العملية التنموية المستدامة بالدولة، أي أن يشكل عنصراً جوهرياً لا يتعرض للإحلال من قبل العمالة الوافدة، ويأخذ مكانه المميز كمورد بشري وطني يدعم الاقتصاد بجميع قطاعاته.
Before we hear or see these measures, we must explain the fact that has been absent for some, and that is that the nationalization process is not just a process of employing individuals, meaning Emirati citizens obtaining work at national institutions in various public and private sectors, it is ongoing in all fields, if not then the economy would be negatively affected. What is requested is that citizens are at the core of the country's sustainable growth, namely that they are indispensable and essential as opposed to the expatriates, and take their distinguished place as a national human resource, supporting the economy and all its sectors. 

و لن يتحقق هذا الأمر إذا لم يكن المواطن في أي مؤسسة هو صاحب القرار المباشر فيها لإدارة دفة التوطين؛ لأن العناصر الأخرى الأجنبية لم، ولن، تفكر في مساعدة المواطنين على بلوغ الترقي الوظيفي في أي قطاع، سواء أكان التوطين فيه إلزامياً أم اختيارياً.
This will not be realized if the nationals, in any organization, are not the direct decision makers to steer management of nationalization because other foreigners have not, and will not, think to help the nationals to obtain promotion in any sector whether nationalization was mandatory or optional.


ومع تزايد أعداد الباحثين عن العمل سنوياً من المواطنين نتيجة تزايد أعداد الخريجين في التعليمين العام والعالي يتزايد التحدي الماثل أمام القائمين بعملية التوطين؛ فهذه الأعداد تحمِّل المعنيين بالتوطين عبئاً أكبر إذا لم تتم الموازنة بين أعداد الخريجين والشواغر المتوافرة، أو التي ينبغي أن يتم توفيرها في الميزانية السنوية لكل جهة على حدة.
The increase in numbers of national Emirati job seekers annually as a result of increase in the number of secondary and university graduates, has increased the challenge facing those in charge of the nationalization process. So those concerned with nationalization bear the large burden of these numbers, if they do not balance the numbers of graduates and positions available, or perhaps they should provide for each in the annual budget.

ويبرز هذا التحدي في الوقت الذي يواجه فيه سوق العمل تحدياً آخر يتمثل في وجود عملية تسرب واضحة للمواطنين من هذا السوق، وبأعداد تقدر بالآلاف، حسب آخر إحصاء أعلنته هيئة المعاشات. وعلى الرغم من أن بعض هؤلاء اتجه إلى تعديل وضعه الوظيفي في مؤسسات أخرى، فإن الغالبية لم تتمكن من ذلك لضيق مساحة التعيينات المتاحة أمام المواطنين في القطاعين العام والخاص.
This challenge is greater in a time when the workforce is facing another challenge, represented by a clear drop in nationals in the market, in the thousands, according to the latest count announced by the Pension Authority. While some of them want to adjust their employment status in other organisations, for the majority there are limited available positions for nationals in the public and private sector.

وبما أن المواطنين يمثلون حالياً أقل من 1٪ في سوق العمل الخاص بالدولة الذي تسيطر عليه العمالة الوافدة، فإن حل هذه الإشكالية المتمثلة بتوظيف العمالة المحلية يجب ألا يكون بهذا التعقيد الذي نلاحظه اليوم. فهناك طرق مختلفة يمكن من خلالها تشجيع القطاع الخاص على استيعاب أعداد أكبر من المواطنين، منها على سبيل المثال تقديم حوافز مجزية لمؤسسات القطاع الخاص التي تلتزم بسياسة التوطين، وزيادة التوعية بأهمية تحمل القطاع الخاص مسؤوليته الاجتماعية، وضرورة أن يكون مساهماً فاعلاً في عملية تنمية الوطن والمواطنين.
Where nationals currently represent less than 1% of the private sector workforce ruled by expatriates. So the solution for this problem represented by employment of the local workforce should not be as complicated as we see it. There are different ways through which the private sector may be encouraged to accommodate large numbers of nationals, among them for example, providing rewarding incentives to private sector institutions that comply with the nationalization policy, increasing awareness of the importance of the private sector bearing its social responsibility and the necessity of becoming an effective contributor in the growth of the nation and its nationals.

وتكتسب مسألة تأهيل العمالة المواطنة وتدريبها ورفع إنتاجيتها أهمية كبيرة في هذا السياق، فالمواطن لا يجب التعامل معه في سوق العمل بحسابات الكم، فأي خطة مستقبلية تسعى الحكومة إلى تطبيقها لصالح المواطن الباحث عن العمل أو حتى الراغب في الانتقال من عمل إلى آخر يحبذ فيها مراعاة اعتبارات الكفاءة المهنية من خلال خطط الإعداد والتدريب المهنية والتخصص الدقيق، حتى يصل العنصر البشري المواطن إلى مرحلة يكون فيها هو المفصل الرئيسي في قضية التوطين وعملياتها الميدانية.
The problem of qualifying and training the national workforce, and increasing its productivity has taken on significant importance in this instance, so the nationals do not need to be treated in the workforce as commodities. So any future plan the government seeks to implement to favor national job seekers, or even who want to move from one job to another is commended to consider the professional standards through preparatory plans, professional training and specialization, until the Emirati employee reaches a stage in which he can be an integral part of nationalization and civilian operations.

وإذا كان أسلوب الإجبار أو الإلزام المطلوب الذي تم تطبيقه في عملية التوطين قد فشل في تحقيق الأهداف المرجوة منه، فإن البديل التلقائي أو الاختياري المطروح حالياً يجب أن يحاط بقوانين تبعد التوطين الصوري عن ساحة سوق العمل الذي عانى منه كثيرون بشهادة المسؤولين في وزارة العمل.
If the required mandatory or coerced methods, which have been implemented in the nationalization process, have failed to achieve their desired objectives, then the automatic or optional alternative currently being proposed must be contained by laws that cast away false nationalization in the employment market, of which many have suffered from according to officials at the Ministry of Labor.

لقد أصبحت قضية "التوطين" سيمفونية مكررة؛ لأنها باتت تُطرح على واقع المجتمع بشكل يومي، ووصلت أخيراً إلى أروقة المجلس الوطني الاتحادي الذي أفصح عن وصول عدد الباحثين عن عمل بالدولة إلى ما يزيد عن 43 ألف مواطن ومواطنة، وأتبع قائد عام شرطة دبي ذلك الرقم، بآخر تقديري يشير إلى  وصول عدد الإماراتيين الباحثين عن عمل إلى نحو 80 ألف حتى العام 2015، فيما أوضحت تقديرات بعض الجهات الرسمية المسؤولة عن التوطين أن الرقم قد يصل إلى 150 ألف باحث عن العمل في غضون العقد القادم.
The issue of ‘nationalization’ has become a repetitive symphony because it is a daily occurrence in society, and finally has reached the corridors of the National Federal Council which disclosed that the number of job seekers looking to find employment in the country has reached over 43,000 Emiratis, the Commander and Chief of Dubai police followed with this number with another assessment, indicating that the number of Emirati job seekers would reach 80,000 in 2015, assessments of come official agencies responsible for nationalization explained that the number could reach 150,000 job seekers in the next decade.

والوصول إلى هذه التقديرات لا يحتاج إلى معادلات رياضية معقدة، فالأمر أسهل مما نتصور؛ لأن عدد الخريجين في كل عام يقارب 10 آلاف طالب وطالبة، هذا قبل عقد من الآن، ولا شك في أن الأرقام في تزايد متوالٍ، فإذا تم تعيين نصفهم يبقى النصف الآخر بحاجة إلى قرارات التدخل السريع من قبل الحكومة، وهو ما نلمح خطواته في أروقة مجلس التوطين بالدولة.
Arriving at these assessments does not require complex calculations, as the issue is easier than we depict because the number of graduates each year is close to 10,000 students, that was a decade ago, and there is no doubt the number will continue to increase. So if half of them were employed, the other half would remain in need of swift decisions by the government to intervene, and it is these steps being observed in the corridors of the country’s Nationalization Council.

وهذا ينقلنا إلى الحديث عن عقبة احتياجات ومتطلبات سوق العمل، أو بمعنى آخر ما يقال حول أن مخرجات التعليم بالدولة لا تتناسب البتة مع تغيرات سوق العمل. لقد أنفقت الدولة مليارات الدولارات طوال العقدين الماضيين، وبذلت كل ما في وسعها، ولا زالت تواصل ذلك المسعى من أجل ضمان مستقبل أفضل لأبنائها، وتأمين مستوى تعليم راق، ولكننا فوجئنا بأن هناك من يردد أن هؤلاء الخريجين الذين يتقنون اللغة الإنجليزية وعلوم الحاسوب مع التخصصات الفنية الدقيقة، ليس لهم نصيب في سوق العمل، بعد أن أصبحت أعدادهم في المجتمع تقدر بعشرات الآلاف، فيما كانوا قبل ذلك لا يتجاوزون المئات.
This brings us to discussion about the obstacles of the needs and requirements of the workforce, or in other words what is being said about the output of education in the country not being suited to the changes of the employment market. The country has spent billions of dollars in the past two decades, and everything in its power, and this pursuit continues in order to guarantee a better future for its children and to insure a proper level of education, but we were surprised that repeatedly those graduates who are fluent in English, computing and specific technical disciplines do not have a share of the employment market, their numbers in society have became tens of thousands, whereas before it did not exceed hundreds.

سوق العمل لدينا شأنه غريب، فهناك فرص توظيف ضخمة في القطاع الخاص تقارب المليون وظيفة وفق تصريحات المسؤولين عن السياسة العمالية في الدولة، غير أن هذه السوق لا تستوعب سوى 1٪ من العمالة المواطنة منذ عقد واحد، فهل المعادلة الاقتصادية وفق هذا المنطق سليمة؟! وإذا كان السوق ليس لديه الرغبة ولا القدرة في استيعاب عشرة آلاف خريج في كل عام، فهل ننتظر عقداً آخر حتى تصل أعداد الخريجين إلى أضعاف ما هي عليه؟ وأين موقع هؤلاء الخريجين من الإعراب الوظيفي؟
Our employment market is a strange affair, as there are a lot of employment opportunities in the private sector, nearly one million according to statements by those responsible for labor policy in the country, but the market has not accommodated more than 1% of Emirati workers over a decade. So is the economic calculation according to this logic correct? If the market does not have the willingness or the ability to accommodate 10,000 graduates each year, do we wait for another decade until the numbers of graduates multiply? And where do these graduates stand in the employment market?

واقعياً ليس لدينا مشكلة في الشواغر الوظيفية حسب الدراسات الخاصة بالمنطقة العربية عامة والخليجية خاصة، ففي آخر تقرير على موقع "مونستر"، وهو من أكبر مواقع التوظيف في العالم، فإن عدد الوظائف الشاغرة المعلنة في دول مجلس التعاون الخليجي  بالإضافة إلى لبنان ومصر والأردن، ارتفع بنسبة 117٪ خلال الفترة ما بين نوفمبر 2009 ونوفمبر 2010، فيما ارتفع عدد الوظائف الشاغرة بنسبة 71٪ في الإمارات و136٪ في السعودية وتضاعف ثلاث مرات في قطر. وهذا يشير بشكل عام إلى تعافي الاقتصاد الوطني، بل تعتبر دولة الإمارات من الدول الرائدة في مجال الحرص على اصطياد الكفاءات المهنية للاستفادة من مساهماتها في سوق العمل بالدولة.
In fact, we do not have a problem in the availability of positions according to specific studies on the Arab region in general, and the Gulf in particular. In the latest report from the website ‘Monster’, one of the largest employment sites in the world, the number of available positions advertised in the GCC countries, in addition to Lebanon, Egypt and Jordan, increased by 117% in the period November 2009 to November 2010. Meanwhile the number of available positions increased by 71% in the UAE, 136% in Saudi Arabia and multiplied by three in Qatar. In general, this indicates a recovery in the nation’s economy, but the UAE is considered one of the leading countries in the preservation of capturing professional competencies to benefit from their contributions to the country’s employment market.

ويؤكد ذلك ما ورد في تقرير التنافسية العالمية لعام 2010 الصادر عن المنتدى الاقتصادي العالمي؛ حيث حازت الإمارات مراتب متقدمة ضمن التقرير، الذي يضم 138 دولة، والذي أرجع التقدم  الذي أحرزته الإمارات إلى تميزها في مرونة سوق العمل وتشغيل الكفاءات الوطنية وتعزيز الانضباط المهني، كما صنف التقرير دولة الإمارات في المرتبة الخامسة عالمياً في الحفاظ على الكفاءات الوطنية، وفي المرتبة السابعة في مجال المرونة في تحديد الأجور والمرتبة العاشرة في مجال الانضباط المهني.
This confirms what is stated in Global Competitiveness report for 2010, published by the Global Economic Forum, where the UAE achieved advanced rankings in the report, which included 138 countries, and which credited the advancement of the UAE in its uniqueness in flexibility in the employment market, utilizing national competencies and strengthening professional discipline. Also the report classified the UAE as 5th globally in preserving national competencies, 7th in the field of wage flexibility and 10th in the field of professional governance.

إن وجود مظلة رسمية متمثلة في المجلس الوطني للتوطين، ووجود خطة استراتيجية حتى عام 2021 على مستوى الدولة، وحتى عام 2030 على مستوى إمارة أبوظبي، وعام 2050 على مستوى إمارة دبي، إضافة إلى وجود ذراع لهيئة تنمية الموارد البشرية الوطنية والهيئة الاتحادية للموارد البشرية الحكومية والمؤسسات المماثلة في بقية إمارات الدولة، وكذلك القرارات الأخيرة الصادرة عن وزارة العمل لإصلاح وضع سوق العمل بالدولة، كل هذه الإجراءات والخطط نعتقد أنها قادرة على وضع آلية واقعية للتعامل مع المشكلة التي طال أمدها إذا ما تم التنسيق المدروس بين كافة الأطراف المعنية بقضية التوطين من دون القفز على دور القطاع الخاص وأهميته، حيث يشغل الآن حوالي 16 ألف مواطن في قرابة 300 ألف منشأة اقتصادية بالدولة، وإذا ما تم رفع النسبة الإجمالية للتوطين، والتي تبلغ الآن نحو واحد في المائة إلى 2٪ فقط، فإن القضية لن يبقى لها ذكر، وهذا هو المطلوب لتمكين المواطن من الوصول إلى الوظائف الشاغرة في وطنه.
 There is an official umbrella, represented by the National Council for Nationalization, there is a strategic plan at the Federal level until 2021, and until 2030 for Abu Dhabi and 2050 for Dubai. In addition to the existence of a branch of the National Human Resources Development Authority and the Federal Authority for Government Human Resources and other representative institutions in the remaining Emirates, along with the latest decisions published by the Ministry of Labor to repair the state of the country’s employment market, we are sure that all these measures and plans are capable of putting real tools in place to deal with the problem that will be prolonged if there is not considered coordination between all concerned parties on the issue of nationalization without jumping on the role of the private sector and its importance, where about 16,000 Emiratis are currently employed in nearly 300,000 of the country’s economic institutions. If the overall ratio of nationalization was increased from 1% to only 2%, the issue of unemployment will no longer exist, and that is what is required to make it possible for Emiratis to obtain available positions in their nation.
