كلُنا نتغير .. ولكن تختلف أسبابنا .. لماذا تغيرنا ..وإلى ماذا تغيرنا ..

نص الحلقة بالعربية والإنجليزية

وسم ١
دائماً أردد "اهدنا الصراط المستقيم" ولذلك لماذا لا أتغير؟ التغير هو التعلم الذي يساعد على مواكبة الجديد، على الانتقال من التبعية والتقليد إلى الاستقلال والاجتهاد والاستجابة للفطرة حيث الكون كله يتغير.الدين بطبيعة الحال ثابت، ولكن الرأي البشري متجدد. 
Wasam 1
I always repeat “guide us to the straight path” and as such why wouldn't I change? Change is the lesson that helps to keep up with the new, to move from the natural and traditional to independence and diligence, to respond to instinct…when all the world is changing from its natural state while the opinions of mankind renew.

والذي كان يقول صلى الله عليه واله وسلم: "يا مقلب القلوب ثبت قلبي على دينك" هو نفسه كان يقول "اهدني لما اختلف فيه من الحق بإذنك". مكة غير المدينة، عصر النبوة غير عصر الخلفاء الراشدين، شافعي مصر غير شافعي العراق، ابن تيمية نفسه تحول كثيراً في عمره المبارك، الأمر في الشريعة قبل النهي، الرحمة قبل الشدة، الترغيب قبل الترهيب.
As the Prophet Mohammad said “Oh my Lord! turn my heart to the proven heart of your religion” he is also the one who said “My Lord guide me to the right path among the disputed ones, with your permission”. Mecca is not a city, the era of the prophets is not the era of the wise Caliphs, Shafei when he was the scholar of Egypt was not the   same when he became the scholar of Iraq, Ibn Taimia transformed much in his blessed life, in Sharia (Law) do is before don’t, mercy before severity, enticement before intimidation.

أرغب دائماً أن أراقب نفسي أكثر من أن أراقب الآخرين، أتعرف على عيوبي قبل أن أتعرف على عيوبهم. السماء تغير سحابها، النهر يغير ماءه، الأرض تغير جلدها، الشمس كل يوم لها أفق وعندما أتوقف وكل شيء يتحرك معناه أنني سأفيق وأنا وحيد.
I always want to observe myself more than observe others, recognise my own shortcomings before recognising their shortcomings. The sky changes its clouds, the river changes its water, the earth changes its skin, the sun each day has a new horizon, and when I pause when everything is moving it means that I am at a standstill, alone.

خمس سنوات من الاعتكاف عزلتني عن تأثير الجموع، منحتني الحرية، نقلتني من الضيق إلى السعة، ومن الانكفاء إلى الحياة، نقلتني لرؤية الوجوه الناصعة وقراءة الجانب الإيجابي لدى الآخرين. عندما خرجت، خرجت لأجد الشريحة تغيرت نحو العنف وكان لا بد من الوضوح معها ولو أدى ذلك إلى أن أخسرها. هل أتبعك على تعلمني مما علمت رشدا.. لكن هل أتبعك على أن تطيعني؟ هذه لا، لا أستطيع أن أستوعبها لأن عندي أغلى شيء عندي، هو حريتي. الحرية لا تريد أن يصادرها لا حاكم ولا تابع.
Five years of seclusion isolated me from the influence of the masses, gave me freedom, moved me from oppression to fulfillment, from reclusiveness to life, moved me to see the bright faces and read the positive side of others.  When I got out, I came out to find the ‘sector’ had changed towards violence and it must have been clear that if I were to lead I would break it. Can I follow you and you teach me what was learnt from the wise, but can I follow you on what you have given me? No, no I can’t comprehend it because I have the most precious thing, I have freedom. No one wants to confiscate freedom, not the leaders and not the followers. 

عليّ أواصل المسير ولو عثرت، نعم أعثًر، وأعثر ولكني أحاول النهوض سريعاً، أعتز بأن أعظم ثوابتي هو إيماني الراسخ العميق بالله سبحانه وتعالى، وحبي له، وحسن ظني به، وأنني أضع كل همومي وآلامي ومعاناتي حينما أسجد بين يديه.
So I continue on my journey and if I stumble, yes I stumble, and stumble, but I try and get up quickly. I take pride in that my greatest reward is my steadfast and profound faith in Allah, the glorified and almighty, my love and good faith in Him, I place all my worries, pain and suffering in his hands when I pray.

كنت أقلد بعض شيوخي الفضلاء بتحريم التصوير مثلاً مع التحايل لإباحته للحاجة أو للضرورة وفي داخلي كنت أتساءل كيف شيء؟ يعني إذا كان فعلاً الرسول (ص) لعن فاعله كيف يمكن أن يكون هذا الشيء يستخدم كوصيلة للدعوة إلى الله وهو من كبائر الذنوب يعني. الآن مع تغير   الواقع لا تجد او لا تكاد تجد إلا النادر من يقول بتحريم التصوير دون أن يكون هناك بحث جديد، وإنما الواقع  هو الذي فرض الشيء هذا.
I imitated some of the respected Scholars in, for example, banning photography, but allowing it where there was need or necessity, but on the inside I would ask myself how? If the Prophet truly cursed their actions, how could this thing be used as a means of calling to Allah? And it is one of the biggest sins? Now with the changing reality, we don’t find, or almost never find, those that say with the prohibition of photography without having a new discussion about it, but reality is that what imposes it. 

من الشجاعة أن يفتح الفقيه الأبواب القابلة للفتح بدلاً من أن ينتظر أن يكسرها الآخرون، نعم أتغير، لأنني لو قلت في الأربعين ما كنت أردده في العشرين فهذا يعني ضياع عشرين سنة من عمري سدى.
It takes the courage of the legal scholars to open the gates of acceptance, to open an exchange from which others wait to break their courage. Yes, I changed, because if I say in my forties what I repeated in my twenties that would mean I lost 20 years of my life in vain.

مازلتُ أنهض

قد تختزلني من كُتب التاريخ

بأكاذيبك المُرّة الملتوية

قد تدوسني في أصل التراب

لكني، مثل الغُبار، أنهض

Does my sassiness upset you?
أتُزعجك شجاعتي؟

Why are you beset with gloom?
لماذا تسكنك الظنون؟

'Cause I walk like I've got oil wells
Pumping in my living room.
ألأنّي اسير كما وأن آبار نفط العالم تنبع من حُجرتي؟

Just like moons and like suns,
كما الشمس والقمر

With the certainty of tides,
كما المد والجزر

كما الآمال تصبو للعُلا

1. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟
 
أَنْ يَكْسِرَ الثُّوَّارُ بَابَكَ ؟
حينَهَا هَيْهَاتَ تَقْدِرُ أَنْ تُمَثِّلَ فَوْقَ شَاشَاتِ القِوَادَةِ
دَوْرَ غَلابِ العِبَادِ المُنْتَصِرْ ...!
لَوْ حَاصَرَ الثُّوَّارُ قَصْرَكَ في الظَّلامِ فَسَوْفَ تَخْذُلُكَ الحِرَاسَةُ والحَرَسْ ...
سَتَصِيرُ قِطًّا عَلَّقَ الفِئْرَانُ فَوْقَ قَفَاهُ في الليلِ الجَرَسْ ...
لاحِظْ فَإِنَّ هُنَاكَ بَعْضَ مَمَالِكٍ
لَمْ يَنْفَعِ السُّلْطَانَ فيها كُلُّ أَسْوَارٍ وأَجْنَادٍ فَغَادَرَ وانْتَكَسْ ...
هِيَ سُنَّةٌ للهِ تَصْدُقُ دَاِئمًا
يَتَكَلَّمُ الثُّوَّارُ بالحَقِّ المُبِينِ
تَرَى البَنَادِقَ قَدْ أُصِيبَتْ بالخَرَسْ ...!
1. What are you waiting for?

The rebels to break down your door?
When this happens you will no longer be able to appear on your pimped screens,
To act out the role of the victorious enforcer of servants .
If the rebels surround your castle in the night, your guards and security will let you down.
You will become a cat, the mice will hang a bell your on ass in the night.
Pay attention, as there are some kingdoms,
Where the walls and soldiers did the Sultan no good and he fled and fell.
It is a God given law that is always true:
When the rebels speak with clear righteousness,
The rifles become mute.

2. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟

 
عَوْنًا مِنَ الأَغْرَابِ ؟
أَمْ عَوْنًا مِنَ الأَحْبَابِ ؟
أَمْ عَفْوًا مِنَ الشَّعْبِ الذي قَدْ سُمْتَهُ سُوءَ العَذَابْ ... ؟
مَاذَا أَشَارَ عَلَيْكَ قَوَادٌ وحَاشِيَةٌ تُصَعِّرُ خَدَّهَا للنَّاسِ ؟
أَنْ تُلْقِي خِطَابًا آخَرًا ؟
وتقول : إِنَّ الذِّئْبَ تَابْ ...!
مَاذَا يُفِيدُ خِطَابُكَ المَحْرُومُ مِنْ أَدَبِ الخِطَابْ ...؟
مَاذَا سَتَفْعَلُ ...؟
والمَكَانُ مُحَاصَرٌ بِجَميعِ مَنْ عَيَّرْتَهُمْ بالفَقْرِ أَوْ بالجَهْلِ والأَمْرَاضِ
أو حَذَّرْتَهُمْ سُوءَ المَآَبْ ...!
سَتَقُولُ قَدْ خَدَعُوكَ ...؟
مَنْ ذَا قَدْ يُصَدِّقُ كَاذِبًا في وَقْتِ تَوْقيعِ العِقَابْ ...؟
مَا زِلْتَ تَحْسَبُ أَنَّ طِيبَةَ قَلْبِنَا تَعْنِي السَّذَاجَةَ
لا ...
فَنَحْنُ القَابِضونَ عَلى مَقَابِضِ أَلْفِ سَيْفٍ
يَسْتَطِيعُ بَأَنْ يُطَيِّرَ ما يَشَاءُ مِنَ الرِّقَابْ ...
لا تَعْتَمِدْ أَوْ تَعْتَقِدْ أَنَّ التَّسَامُحَ إِنْ أَتَى الطُّوفَانُ مَضْمُونٌ
لأَنَّكَ حينَ تَبْدَأُ بالتَّفَاوُضِ
والمِيَاهُ تَهُزُّ تَاجَكَ
سَوْفَ تَعْرِفُ كَمْ تَأَخَّرَ نَاصِحُوكَ عَنِ النَّصِيحَةِ
سَوْفَ تَعْرِفُ كَمْ يَتُوقُ الشَّامِتُونَ إلى الفَضِيحَةِ
سَوْفَ تَعْرِفُهَا الحَقِيقَةَ
أَنْتَ مَحْصُورٌ كَجَيْشٍ هَالِكٍ
كَانَتْ لَهُ فُرَصُ النَّجَاةِ مُتَاحَةً
لَوْ كَانَ قَرَّرَ الانْسِحَابْ ...!
يَا أَيُّهَا المَحْصُورُ بَيْنَ الرّّاغِبينَ بِقَتْلِهِ
أَنْصِتْ بِرَبِّكَ
قَدْ أَتَى وَقْتُ الحِسَابْ ...!
يَا مَنْ ظَنَنْتَ بِأَنَّ حُكْمَكَ خَالِدٌ
أَبْشِرْ فَإِنَّ الظَّنَّ خَابْ ...!

2. What are you waiting for?
Help from strangers?
Or help from your loved ones?
Or forgiveness from the people that you have punished with the worst kind of torture…?
What has your pimp and court of yes men told you?
To give another speech?
And say the wolf has repented…!
What use would your speech, deprived of the ethics of speech, serve?
What will you do?
The place is surrounded by all those you belittled and called worthless or ignorant and diseased
Or warned them by the severest consequences …!
Will you say that they tricked you?
Who would trust a liar on his day of judgement?
Do you still think our kind hearts means we are naïve
No…
As we are holding the handles of a thousand swords
That can make heads fly…
Don’t rely on or think the tides of forgiveness are guaranteed
Because when you begin to negotiate
As the waters are rocking your crown
You will know how late your advisers were from giving advice
You will know how long your detractors have longed for a scandal
You will know the truth
You are trapped like a doomed army,
Which had the opportunity to survive had it took the chance, if it decided to withdraw
Oh You, trapped between those who wish you dead
Listen, for the sake of God
The day of judgement has come…!
Oh You, who thought your rule was immortal
Rest assured, as you surely thought wrong…!
3. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟
 
قَبْرًا مُلُوكِيًّا ؟
جِنَازَةَ قَائِدٍ ؟
و وَلِيَّ عَهْدٍ فَوْقَ عَرْشِكَ قَدْ حَبَاهُ اللهُ مِنْ نَفْسِ الغَبَاءْ ...؟
كُنْ وَاقعيًّا ...
كُنْتَ مَحْظُوظًا وشَاءَ الحَظُّ أَنْ تَبْقَى
وهَا قَدْ شَاءَ أَنْ تَمْضِي
فَحَاوِلْ أَنْ تَغَادِرَنَا بِبَعْضِ الكِبْرِيَاءْ ...
لا تَنْتَظِرْ حَتَى تُغَادِرَ في ظَلامِ الليلِ مِنْ نَفَقٍ إلى مَنْفًى
يُحَاصِرُكَ الشَّقَاءْ ...
حَرَمُوكَ طَائِرَةَ الرِّئَاسَةِ
لا مَطَارَ يُريدُ مِثْلَكَ
لا بِسَاطٌ أَحْمَرٌ عِنْدَ الهُبُوطِ ولا احْتِفَاءْ ...
قَدْ صِرْتَ عِبْئًا

وإنَّ شِعْري قَالَ

في خَاطِري يَعْلُو نِدَاءْ ...
مَنْ عَاشَ فَوْقَ العَرْشِ بالتَّزْويرِ يَرْحَلُ بالحِذَاءْ ...!

3. What are you waiting for?
A King’s grave?
A leader’s funeral?
And a Crown Prince on your thrown,
Which God has bestowed on him the same stupidity as yours?
Be realistic…
You were lucky, and luck decided that you remain .Now it decided that you shall go,
So try and leave us with some dignity…
Don’t wait to leave in the middle of the night through a tunnel to exile
Where misery surrounds you…
You have been deprived of your presidential plane .
No airport will accept your kind,
There will be no red carpet or honour when you arrive…
You have become a burden,
So prepare for the inevitable before you cry by yourself like a little girl…
You still long to make history from a parlour of praise
My poem says
You shall enter it, but from the drains of satire…!
In my mind there is a loud call…
He who lives fraudulently on a throne leaves by the boot…!

  4. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟
 
حَدِّقْ بِمِرْآَةِ الزَّمَانِ وقُلْ لِنَفْسِكَ
كَيْفَ صِرْتَ اليَوْمَ رَمْزًا للمَذَلَّةِ والخِيَانَةِ والخَنَا ...؟
مَاذَا تَرَى في هَذِهِ المِرْآَةِ غَيْرَ مُجَنَّدٍ لَمْ يَسْتَمِعْ لضَميرِ أُمَّتِهِ
فَدالَسَ وانْحَنَى ...!؟
مَاذَا تَرَى فيها سِوَى وَجْهٍ تُغَطِّيهِ المَسَاحِيقُ الكَذُوبَةُ دُونَ فَائِدَةٍ
فَيُبْصِرُهُ الجَميعُ تَعَفَّنَا ...!؟
اصْرُخْ أَمَامَ جَلالَةِ المِرْآَةِ
ثُمَّ اسْأَلْ ضَمِيرَكَ مَنْ أَنَا ...؟
سَتَرى الجَوَابَ يَعُودُ
أنْتَ القَائِدُ المَهْزُومُ لُحْظَةَ أَسْرِهِ
مُتَذَلِّلاً
مُتَوَسِّلاً
مُسْتَنْجِدًا بِعَدُوِّهِ مِنْ أَهْلِهِ
وإِذَا خَسِرْتَ ذَويكَ لَنْ يُجْديكَ أَنْ تَرْضَى الدُّنَا ...
فَاتْعَسْ بِذَمِّ الشَّعْبِ
ولْتَهْنَأْ بِمَدْحِ عَدُوِّنَا ...!

4. What are you waiting for?
Stare in the mirror of time and ask yourself
How did I become an icon of humility, treason and weakness…?
What do you see in this mirror, other than a recruit who did not listen to the conscience of his nation, so he cheated and bowed…?!?
What do you see other than a face covered in useless fake makeup
As everyone sees he is rotten….?!?
Shout in front of Her Majesty, the mirror
Then ask your conscience who am I…?
You will see the answer return:
You are a defeated leader in the moment of his capture
Disgraced
Begging
Seeking refuge from his people with his enemies
And if you lost your family, it will do you no good to please the whole world
So be miserable by the people’s criticism
And be happy by the praise of our enemy…!

5. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟

 
القَادِمُ المَجْهُولُ أَصْبَحَ وَاضِحًا كَالشَّمْسِ في عِزِّ الظَّهِيرَةْ ...
فَاذْهَبْ إلى حَيْثُ الخَزَائِنِ واصَطَحِبْ مَعَكَ العَشِيرَةْ ...
قَدْ يَغْفِرُ النَّاسُ الخِيَانَةَ إِنْ رَحَلْتَ الآنَ
لَكِنْ إِنْ بَقيتَ فَقَدْ تُطَالِبُ أَلْفُ عَاقِلَةٍ وعَائِلَةٍ بِبَعْضِ دِيَاتِ قَتْلاهَا
وإِنْ صَمَّمْتَ أَنْ تَبْقَى
تَرَى أَهْلَ القَتيلِ يُطَالِبُونَكَ بالقِصَاصِ
فُخُذْ مَتَاعَكَ وابْدَأِ الآنَ المَسِيرَةْ ...
كَمْ قَدْ خَدَمْتَ عَدُوَّنَا
وَسَيُكْرِمُونَكَ في مَدَائِنِهِمْ
فَسَافِرْ -دونَ خَوْفٍ – نَحْوَهُمْ في رِحْلَةٍ تَبْدُو يَسِيرَةْ ...
مَا زالَ عِنْدَكَ فُرْصَةٌ
فَلْتَقْتَنِصْهَا
إِنَّهَا تَبْدُو الأَخِيرَةْ ...!

5. What are you waiting for?

The next unknown to become clear like the sun at noon…
So go to where your treasures are and take the clan with you.
As people may forgive the treason if you leave now,
But if you stay, a thousands families and clans will demand some blood money,
And if you are determined to remain
You shall see the families of the killed demanding retribution,
So take your belongings and start marching now…
You have served our enemies for so long,
And they will generously honour you in their cities
So leave – without fear – to them in a journey that seems easy…
You still have a chance
So take it,
As it seems to be your last…!

6. مَاذَا بِرَبِّكَ تَنْتَظِرْ ...؟

 
الآنَ غَادِرْ لَمْ يَعُدْ في الوَقْتِ مُتَّسَعٌ لمَلْءِ حَقَائِبِكْ ...!
اهْرُبْ بِيَِِخْتٍ نَحْوَ أَقْرَبِ مِرْفَأٍ
واصْحَبْ جَمِيعَ أَقَارِبِكْ ...
لا وَقْتَ للتَّفْكِيرِ
فَالتَّفْكيرُ للحُكَمَاءِ
والحُكَمَاءُ قُدْ طُرِدُوا بِعَهْدِكَ
والمُطَارَدُ صَارَ أَنْتَ الآنَ
فَاهْرُبْ مِنْ جَميعِ مَصَائِبِكْ ...
أَتُرَاكَ تَعْجَبُ مِنْ صُرُوفِ الدَّهْرِ ؟
لا تَعْجَبْ
فَكَمْ عَجِبَتْ شُعُوبٌ مِنْ سَخِيفِ عَجَائِبِكْ ...!
أَتَظُنُّ أَنَّ الجَيْشَ يُطْلِقُ رُمْحَهُ نَحْوَ الطَّرِيدَةِ رَاضِيًا مِنْ أَجْلِ كَرْشِكْ ...؟
أَمْ هَلْ تَظُنُّ أُولئِكَ الفُرْسَانَ تَسْحَقُ بالسَّنَابِكِ أَهْلَهَا لتَعِيشَ أَنْتَ بِظِلِّ عَرْشِكْ ...؟
يَا أَيُّهَا الجِنِرَالُ كُلُّ الجُنْدِ في فَقْرٍ
وإِنَّ الفَقْرَ رَابِطَةٌ تُوَحِّدُ أَهْلَهَا في وَجْهِ بَطْشِكْ ...!
فَلْتَنْتَبِهْ ...
إِذْ لا وَلاءَ لِمَنْ يَخُونُ وَأَنْتَ خُنْتَ جُنُودَ جَيْشِكْ ...
احْذَرْ سَنَابِكَ خَيْلِهِمْ
واحْذَرْ سِهَامَ رُمَاتِهِمْ
واحْذَرْ سُكُوتَهَمُ وطَاعَتَهُمْ وتَعْظِيمَ السَّلامِ
فُكُلُّ تِلْكَ الجُنْدِ قَدْ تَرْنُو لنَهْشِكْ ...

ارتفع عدد المؤسسات المشاركة في قائمة الجمعيات هذا العام من 54 ليصل إلى 61 جمعيةً حقّقت إيراداتٍ سنويةً بلغت 564.4مليون دولار
The number of organizations on the list of charities increased this year from 54 to 61, with total annual revenues reaching $564.4 million.

لضمان بناء جسور الثقة والمصداقية بين الأيادي البيضاء والجمعيات الخيرية، وتوثيق العلاقة بين المتبرع والجهة التي يتبرع لها، والعمل على استمرارية هذه العلاقة، قامت ( فوربس- الشرق الأوسط) وللمرة الثانية على التوالي، بإعداد قائمة (الجمعيات الخيرية الأكثر شفافية في العالم العربي) لتضع أمام المتبرعين من الفئات جميعها؛ رجال أعمال أو شركات، أو حتى جهات حكومية، قائمة من الجمعيات التي اجتهدت لتكون ضمن المساحة البيضاء بشفافية كاملة؛ لا تخفي أوراقها وحساباتها في خزائن الممنوع وغير المسموح، بل تصر على أن يعرف عنها العالم، وعن كيفية إنفاقها إيراداتها التي تحصلت عليها خلال 2011.
To guarantee bridges of trust and confidence are built between benefactors and charities, the relationship between benefactors and beneficiaries is documented and work is being done to sustain this relationship, Forbes Middle East prepared, for the second time in a row, a list (of the most transparent charities in the Arab world) to provide to donors from all categories; businessmen or even the government, a list of the organizations that worked hard to be included in this noble area with full transparency. They don’t hide their documents and accounts in forbidden inaccessible cupboards, but insist that the world knows about them and how they spent revenue raised in 2011.

 في الوقت الذي امتنعت فيه الكثير من الجمعيات الخيرية والمسجلة لدى وزارات التنمية الاجتماعية في بلدانها، عن الإفصاح عن أي بيانات مالية تخص الإيرادات التي تتلقاها، أو الوجوه التي تنفق فيها أموالها، أو حتى الهدف من وجودها، ما يدل على أن العمل الخيري في البلدان العربية لا يزال يشوبه بعض الغموض في حيثياته. وعلى الرغم من ذلك، استطاع فريق البحث أن يصنف 61 جمعية حققت إيرادات سنوية بلغت 564.4 مليون دولار. في حين استقر الإنفاق على المشروعات الخيرية، على اختلاف أماكن إقامتها داخل العالم العربي أو خارجه عند 428.8 مليون دولار.
Currently many charities registered with the Ministries of Social Development in these countries have refrained from audit of any financial data, especially revenues received, or expenditure, or even the purpose of their existence, indicating that charity work in Arab countries continues to have some reasons for ambiguity. Nonetheless, the research team was able to identify 61 organizations with annual revenue totaling $564.4 million which maintained expenditure on charitable projects, undertaken in different places inside and outside of the Arab world, to the amount of $428.8 million.


ومن نتائج الدراسة، أن الصدارة كانت لدولة الكويت؛ إذ كان المركز الأول من نصيب جمعية (الإصلاح الاجتماعي)، ممثلة بإحدى أماناتها (الأمانة العامة للعمل الخيري) بمجموع إيرادات بلغت 93.5 مليون دولار، يوجه منها 81.2 مليون دولار إلى العمل الخيري. وتعمل الأمانة ضمن 4 مناطق جغرافية حول العالم (العالم العربي- أفريقيا- آسيا- أوروبا) وتحت مظلة مشروع يحمل اسم (الرحمة العالمية). وكان المركز الثاني من نصيب الكويت أيضا، ممثلة بجمعية (العون المباشر) بمجموع إيرادات بلغت 93.1 مليون دولار ، تنفق منها على العمل الخيري والأنشطة ما قيمته 65.7 مليون دولار. وجاءت جمعية (دار البرالإماراتية في المرتبة الثالثة بعدما تصدرت قائمة العام الماضي، على الرغم من تحقيقها قفزة كبيرة في إيراداتها التي بلغت 66.4 مليون دولار عام 2011، مقارنة مع 59.5 مليون دولار في العام 2010، ووصلت نفقاتها على المشروعات الخيرية 61.4 مليون دولار لعام 2011، مقارنة مع 50.2 مليون دولار لعام 2010، وحرصت على أن تكون أول المفصحين عن تقاريرهم المدققة.
From the results of the study, Kuwait was at the forefront. In first place of was a social reform organisation, represented by its trusts (‘Al-Amana Al-a’ama lil-a’amal al-kheeri’ [General Trust for Charitable Work]) with its total revenues reaching $93.5 million, $81.2 million of which was directed to charitable work, covering 4 geographic areas (Arabia, Africa, Asia and Europe) under and umbrella of projects called ‘Al-Rahmat Al-A’alamia’. Second place was also from Kuwait, represented by the organisation ‘Al-A’oun Al-Mubashir’ with its total revenues reaching $93.1 million, of which $65.7 million was spent on charitable work and activities. Emirati organisation ‘Dar al-Bar’ came in third place, lower than in last year’s list, despite it seeing a large jump in its revenues, which totaled $66.4 million in 2011 compared to $59.5 million in 2010. Spending on charitable projects reached $61.4 million in 2011 compared to $50.2 million in 2010, it was also keen to be the first to disclose its audited reports.

The 61 organizations that managed to make it onto our list this year demonstrated an amount of transparency in the interests of both parties – donors and beneficiaries -   and worked to increase trust in charity work, which has from time to time been exploited in the interests of the workers creating a framework of doubt and mistrust.

Research Methodology

اعتمد فريق البحث في مجلة (فوربس- الشرق الأوسط) في مصدره الأساسي لجمع المعلومات لإعداد تصنيف (الجمعيات الخيرية الأكثر شفافية في العالم العربي)، من خلال التواصل مع وزارات الشؤون الاجتماعية في مختلف الدول العربية ، للحصول على قوائم الجمعيات الخيرية (غير الربحية) المسجلة والمعتمدة فيها وذلك لضمان شرعية تعاملاتها، وتوافقها مع القوانين النافذة في بلدانها.
The research team (Forbes Magazine – Middle East) relied on primary sources for the collection of information in preparation of the classifications of ‘Most transparent charities in the Arab World’. They obtained lists of registered and certified charities (non-profit) through communication with Ministries for Social Affairs in different Arab countries, in order to guarantee the legitimacy of their dealings in accordance with the laws of those countries.

ثم قام فريق البحث بالتواصل مع أكثر من 2050 جمعية عربية، وطلبنا منها أن تقوم بتزويدنا بقوائمها المالية المدققة عن الفترة المنتهية في 31 ديسمبر/ كانون الأول 2011، وذلك لضمان وجود مرجعية إدارية ومالية لحساباتها تضمن قانونية عملها ووجودها، هذا إلى جانب أن يكون التقرير مدققا من قبل شركة تدقيق مالي معتمد.
وكانت النتيجة بأن احتوت القائمة النهائية على 61 جمعية خيرية ،حققت الشروط المطلوبة.
Then the research team engaged with 2050 Arab charities, requesting they supply us with their audited financial statements for the period ending 31 December 2011 and that was to guarantee the existence of financial and managerial scrutiny of their accounts, including the legality of their work and their existence, along with an audit report from a certified auditing company. The result was the final list containing 61 charities that fulfilled the requested criteria.

وفي حقيقة الأمر، يشكل الإنفاق المباشر على المساعدات الخيرية والذي يشكل نسبة من إجمالي الإنفاق العام، العنصر الأكثر أهمية في عمل الجمعيات الخيرية والمؤسسات الناشطة في هذا المجال؛ لأن سرعان ما يترجم ذلك بشكل إيجابي يسهم في تنمية المجتمع، ويتحقق الهدف التي وجدت الجمعيات من أجله أصلا.
In truth, direct expenditure on charitable aid and what proportion it constitutes of total annual expenditure is the most important component in the work of charitable   institutions and organized activities in this field because it quickly translates in a positive way to contribute to the growth of society and realizing the original objective of the organizations.

وقام فريق البحث باختيار الجمعيات المتخصصة في شتى المجالات لبناء عينته. وقد شمل المسح 19 دولة عربية؛ 11 دولة منها كانت حاضرة في القائمة (السعودية، فلسطين، الأردن، الإمارات، لبنان، الكويت، البحرين، عمان، السودان، تونس ومصر)، فيما غابت 7 دول بسبب امتناع الجهات الرسمية فيها بتزويدنا بقائمة الجمعيات الخيرية العاملة فيها، والتي انطلق على أساسها البحث، وهي (قطر،   العراق، الجزائر، المغرب وموريتانيا). كما تم استثناء 3 دول هي (سوريا، اليمن وليبيا) بسبب الأوضاع السياسية والأمنية التي تمر بها تلك البلدان، ما جعل التواصل مع جهاتها الرسمية صعبا.
The research team chose specialist organizations in various fields to build its sample. The survey included 19 Arab countries, 11 of which are currently on the list (Saudi Arabia, Palestine, Jordan, UAE, Lebanon, Kuwait, Bahrain, Oman, Sudan, Tunisia and Egypt), 7 countries are absent (Qatar, Iraq, Algeria, Morocco and Mauritania) due to a reluctance on the part of officials to supply us with a list of charitable organizations in their country, which was a fundamental part of the research. 3 countries were exempt (Syria, Yemen and Libya) due to the political and security situations in these countries, making communication with officials difficult.

It is important to note that we excluded from the survey charitable funds; (marriage funds, funds for financing small projects etc.), charitable work undertaken by companies through their ‘Corporate Social Responsibility’ programs and individual initiatives undertaken by politicians and senior businessmen.
